The Raiders scored 3 points. Bad Raiders offense or Good Steelers defense?

I believe it is a combination of both but definitely more defense. I personally was at the game and the steelers defense was shutting down everything the raiders brought to the table. Especially the run game. The raiders have a great running back, but was not able to break free and gain any yards. Are defense over all just out played them.
